Jeffrey Haddad, Winrock’s Director of Cost and Pricing, is a senior international development practitioner with more than a decade of hands-on cost and pricing experience. He has worked in government contracting, proposal development, project design, training, and budget and planning. As the director of the Cost and Pricing Unit he leads the organization’s strategic budget development process, ensuring alignment with technical approaches in proposals and donor requirements. He provides guidance on innovative cost strategies and conducts organizational analysis on trends related to new business efforts. Before coming to Winrock, Haddad served as senior director of proposal pricing at Save the Children, overseeing strategic pricing for a $300-million-plus U.S. Government portfolio. In addition to his extensive cost and pricing background, his accomplishments include serving as the senior award manager for a $30-million humanitarian response in Indonesia serving children and families affected by the Sulawesi earthquake and tsunami; leading transformational efforts for contracting preparedness and risk mitigation; and leading in the design and deployment of a global cost allocation methodology. He has bachelor’s degrees in Spanish and political science from Providence College in Rhode Island and is a Spanish speaker.
