Inga-Elisabeth Hawley

Associate Vice President, Clean Energy & Environment

Inga-Elisabeth Hawley, Winrock’s associate vice president of Clean Energy & Environment, is an international development specialist with nearly 20 years of policy, technical and project management experience. Hawley returned to Winrock after serving as Cambodia Country Director for SNV (the Netherlands Development Organisation). In this capacity, she oversaw SNV’s operations in country, leading the Cambodia team in implementing high-quality programs in renewable energy, climate-smart agriculture and water, sanitation and hygiene. She served  as SNV’s official representative to the Government of Cambodia, donors and partners. Previously, she served as Winrock’s Director for Forestry and Natural Resource Management Unit and as Chief of Party of a USAID-funded renewable energy project in Liberia. Before joining Winrock, Hawley served as manager at the International Resources Group within the environment group; executive director of the Society for International Development-Washington; special adviser to the United Nations Development Programme (UNDP) Washington office; and legislative aide to former Rep. Lynn Woolsey (D-Calif.). She holds an M.A. in international public policy from Johns Hopkins University’s Paul H. Nitze School of Advanced International Studies (SAIS) and a B.A. from the University of California, Santa Barbara.
