Capacity-Building of the Kenyan Forestry Service

RATIONALE

Winrock will support local training, regional and international knowledge transfer/sharing, and the provision of project-specific technical assistance with the aim of building the capacity of Kenya Forest Service and other relevant stakeholders to develop plans to prepare themselves to implement REDD activities. The focus is on both planning for policy interventions and methodologies for setting reference scenarios and monitoring, reporting and verification (MRV).



OBJECTIVES

The tasks to be accomplished for the Kenya Forest Carbon Partnership Facility Readiness Plan include activities related to: 1) preparation of a brief assessment of land use and forest policies and governance in the forest area in Kenya; 2) preparation of a consultation and outreach plan for the national REDD strategy and the R-PP development phase; 3) design of a social and environmental impact analysis methodology for the REDD strategy; 4) investment, capacity building and arrangements required for the implementation of the REDD strategy;  5) prepare a work plan to develop a reference scenario for greenhouse gas (GHG) emissions from deforestation and forest degradation in  Kenya to be undertaken; and 6) prepare a work plan to design and implement a monitoring, reporting and verification system for emissions from deforestation and degradation in Kenya.



ACTIVITIES
  • An assessment of the situation with respect to deforestation and forest degradation;
  • REDD strategy options (a set of actions to reduce deforestation and/or forest degradation, that addresses the drivers of deforestation and degradation identified in the assessment above) and the REDD institutional and legal implementation framework necessary to realize these options;
  • A reference scenario for GHG emissions from deforestation and/or forest degradation; and A monitoring system to measure, report and verify the effect of the REDD strategy on GHG emissions, livelihoods and biodiversity.
