Building Government and Community Capacity to Stop Avian Influenza in Nepal

RATIONALE
Winrock is continuing work toward community capacity building and stakeholder preparation around Avian Influenza.

OBJECTIVES

This workplan for the Nepal Avian Influenza – Community Monitoring and Capacity Building (AI-CMCB) Program is to be implemented jointly with the Department of Livestock Services (DLS). The goal is to assist in the rapid and effective implementation of the Nepal Avian Influenza Prevention and DLS programs. Given the high probability that Nepal will face an outbreak in the near term, this project represents an important input to assist the DLS. The proposed Nepal AI program will work in five eastern districts where risks are highest due to recent AI outbreaks in Bangladesh and India.

This program represents a modest but targeted and strategic assistance package to help the Government of Nepal (GoN) to rapidly develop its response and capacities to meet a critical threat to Nepal's well being. The sustainability of this program is ensured through building government and community capacity.



ACTIVITIES

Winrock will provide the following activities/components:

  1. Strengthening Nepal DLS for community surveillance by
    • Bio-security training: early detection, preparedness, effective control, containment
    • PDIC monitoring and continued support: monitor, meetings, support
    • Short message service (SMS) gateway pilot: data collection, reports
    • Simulation Ilam: conduct simulaiton exercise to complete orientation training and contingency plan
    • AI prevention kit production: hard copy of training and duties
    • Study tour and exchange visits: study visit to other areas with experience in AI preparation, control, and containment
    • Conference participation: Share and gain experience at the conference level.
