Implement Technical Support Under the Carbon Market InitiativeRATIONALEThe Asian Development Bank is implementing the Carbon Market Initiative (CMI) through its Regional and Sustainable Development Department (RSDD). CMI has three components: (i) the Asia Pacific Carbon Fund (APCF) for providing upfront carbon financing; (ii) the Technical Support Facility (TSF) for providing technical CDM support and (iii) the Credit Marketing Facility (CMF) for providing carbon credit marketing support to the developing member countries. TSF has identified several projects from ADB's portfolio that are eligible under the Clean Development Mechanism (CDM) under the Kyoto Protocol. The present TSF team is providing technical support to over 30 projects with funding from the Japan Special Fund. ADB is committed to providing support to greenhouse gas (GHG) mitigation projects under its financing portfolio on a continual basis and has approved a three-year regional technical assistance covering 2008 to 2010. A team of international, regional, and national consultants shall work on the lines of an autonomous strategic business unit. ADB wishes to engage a National CDM Expert in Nepal to work as a part of the TSF team. The TSF team will work very closely with the operations departments of ADB, as well as other climate change-related teams under RSDD. OBJECTIVES The National CDM Expert (Nepal) is a middle level position to provide national support to the TSF team in preparation of documents required for registration of CDM projects from Nepal of operation and in capacity building of domestic project developers. ACTIVITIES The National CDM Expert (Nepal) will undertake the following tasks:
