Increasing Conservation in Indonesia

RATIONALE
See Objectives

OBJECTIVES
• To support the creation of a voluntary carbon market scheme being developed by GER that can be used in support of submissions to any of the existing voluntary standards, including CCB, VCS, CCX, or CCAR

• Establish fundable forest carbon projects in three sites in the upper reaches of the Malinau River Watershed to include production, protection forest and community forest lands and will focus on protection actions to maintain and increase carbon stocks

• Manage the process of producing CCB standard project designs for 325000 ha of forested land in Northern Kalimantan Indonesia to include carbon baseline, projection of carbon stock change, analysis of community and biodiversity impacts related to proposed project actions

• Support the strengthening of GER and Malinau Regency capacity to use GIS

ACTIVITIES
Component A: Forest carbon baseline and project design

1. Vegetation classification of the three sites
2. Assessment of standing carbon stocks
3. Refinements to existing regional carbon baseline models
4. Transparency in application of the spatial baseline modeling procedures
5. Prepare measurement and monitoring plan

Component B: Geographic Information Systems support

1. Procurement and installation support
2. Database population support and training
3. Online map interface production and hosting

Component C: CCB Standards Compliance (Community impacts, Biodiversity)

1. Definition of project actions with potential community impacts
2. Analysis of potential positive and negative social and livelihood impacts
3. Analysis of potential negative offsite community impacts
4. Development of Baseline Indicators
5. Design Performance Monitoring Plan
6. Project Start-Up Plan Recommendations

Component C: CCB Standards Compliance – Biodiversity

1. Documentation of intact forest and red book species
2. 2.4.2 High Conservation Value Forest identification analysis

ACCOMPLISHMENTS

Winrock created a well-documented model showing carbon stock threats in the project area in East Kalimantan.  Winrock updated existing data and analyze new data to project deforestation threats to standing carbon stocks in the absence of project actions.  The analysis incoperated several additional sources of information previously not used in the coarse regional analysis carried out by Winrock for East Kalimantan:
-updated land-cover maps were created using recent medium-resolution satellite imagery (using Landsat);
-government planning maps were incorporated;
-data sets provided by WWF and those available online from other sources
