Remote Philippine Villages Benefit From Reliable Electricity

RATIONALE
Through a program called Alliance for Mindanao and Multi-Regional Off-grid Renewable Energy (AMORE), Winrock International has had great success bringing electricity to hundreds of remote, off-grid, conflict-affected communities in the Philippines using renewable energy systems, especially solar-energy and small hydropower projects.

Through a continuation and expansion of the program, Winrock will cooperate with the Philippine Department of Energy to implement a Rural Power Project (RPP) to improve the quality of life in additional villages through the provision of reliable, affordable, and adequate energy services in partnership with the private sector.

OBJECTIVES
This program aims to electrify at least twenty barangays (small communities) in the Mindanao region utilizing micro-hydropower systems by 2009. This should result in energy availability to about 5,000 new households. Goals include strengthening the capability of consultants, nongovernmental organizations, and the private sector in the development of micro-hydropower projects. The projects will be implemented at the least cost possible through a community-based approach, such as using residents' labor and locally available materials.

ACTIVITIES
Winrock and partners will develop an implementation plan for electrification activities in selected barangays using micro-hydropower technology, and will organize or strengthen community-level groups to manage the energy systems and serve as focal points for natural resource management and social projects. Winrock will provide training to community groups on technical and financial management, as well as livelihood and productive-use applications of electrification systems. Staff members will regularly report to the Department of Energy on the status of the implementation of the projects, particularly the status of barangay electrification, number of household connections, and the incorporation of livelihood/productive-use activities, as well as other issues relevant to the execution of this program.
